We may conclude that Bulgarian anti-Semitism in the thirties was imported and concentrated in a few relatively small organizations. Rural native anti-Semitism lacked real political importance because it was not so deep and violent as to be of use to the Nazis, and because of differences between the people of the countryside and the rulers of the government. On the whole, Bulgaria had less anti-Semitism than other countries of the Western world; and, moreover, an important sec­ tion of the Bulgarian intelligentsia had developed the idea that its country was not anti-Semitic and that this tolerance was something in which to take pride.

At this juncture the Bulgarian government assumed some of the rabbi’s functions. Several of the no­ tables left the consistory, giving the body an even more Zionist charac­ ter. The Zionists were also a democratic and radical influence. They advocated schools independent of the synagogues, a graduated tax instead of a poll tax for the community, and equal suffrage regardless of position or wealth. In 1920, a general congress was convened, in which the Zionists had overwhelming control. They elected a new consistory and revised the rules for the organization of the Jewish community, stressing the nation­ al and religious unity of all Jews.
