Owing to the triumph o f his style o f warfare Hitler in the summer o f 1940 was carried on a wave o f enthusiasm; concord between population and regime was assured. T o Hitler and to those Germans who had experienced defeat in the First World War, the victory over France rep resented the expunging o f a stain, o f the ‘disgrace o f November 19 18 ’ . That ‘ worst disgrace o f all time’ had been felt so deeply that it had to be mitigated by the legend o f the stab in the back. Now the escutcheon of German honour was once more clean.

56 In Berlin Roosevelt’s speech was understood as ‘ a clear challenge’ to Germany. His rejection of National Socialism, according to the judgement o f Hans Heinrich Dieckhoff, the former German ambassador to Washington, was explained by the ‘English ideological’ and ‘N ew York Jewish atmosphere’ . It had progress ively intensified into fanatical hatred. 27 Hitler had also been correct on 21 July 1940 about British hopes o f a change in Soviet policy towards Germany. Although the dispatch o f Sir Stafford Cripps as the new ambassador to M oscow in the first half o f June 1940 was due to a proposal by Clement Attlee, the leader o f the Labour Party and a member of Churchill’s war cabinet, it was in line with Churchill’s long-standing con cept— which had failed in August 1939— of a ‘grand alliance’ between Britain and the Soviet Union to confront the challenge of Hitlerite Germany.

Manstein spoke o f ‘lost victories’ . Such an approach is inappropriate in every respect. Since then a broadly based process o f detailed research has thrown light on military and political aspects o f the war in the east, and occasionally produced shock waves. In addition to evaluating new sources, the present volume also seeks to sum up the latest state o f research. It has been found that in many fields there is a need for new foundations to be laid, such as in the presentation o f war-economy issues.
