This has made Turkish workers less fearful politically in terms of mobilizing to defy the privatizing authorities. The lack of any fear of hyperinflation, in turn, has made them more flexible economically and less violent socially when contesting the changes brought about by privatizations. Studying labor institutions not only helps us appreciate how legacies of existing institutions shape privatizations, but also reveals how new legacies themselves are created by processes of privatizations. As Thomas Carothers (2002) writes, "Democracy promoters need to take a serious interest in privatizations to make a credible case to economists that they should have a place at the table when such programs are being planned" (19). One way to do that is to look at how unions as institutions and workers as individuals respond to the challenges posed by privatizations.
